March 30, 2019 marks the third anniversary for the founding of Global Energy Interconnection Development and Cooperation Organization (GEIDCO).
Founded on March 30, 2016, GEIDCO is committed to building an international platform for wide consultation, joint construction, shared benefits and win-win cooperation. Since its establishment, GEIDCO has made remarkable progress in concept promotion, strategic planning, international cooperation and project implementation. With such unremitting efforts, it plays an active role in promoting the implementation of the “Belt and Road” initiative and a community with a shared future for mankind. GEIDCO has become an important force driving the transition of the global energy governance in promoting clean, low-carbon and sustainable development.
Three years of growing global outreach and influence
In the past three years, GEIDCO’s membership has expanded to over 600 from 85 countries and regions covering 5 continents. GEIDCO has set up 7 regional offices, established the Advisory (Consultant) Board and the Technical (Academic) Committee, and published the Global Energy Interconnection journals in both Chinese and English versions. In addition, GEIDCO has built an Operation Analysis Center and state-of-art GEI exhibition hall. All of these efforts have greatly enhanced GEIDCO’s international influence, voice and visibility.
Synergize with “Belt and Road” initiative: to promote Infrastructure Interconnection
At the Belt and Road Forum for International Cooperation on May 14, 2017, Chinese President Xi Jinping called for collective action “to seize opportunities presented by the new round of change in energy mix and the revolution in energy technologies to develop global energy interconnection and achieve green and low-carbon development”.
In May 2017, during the Belt and Road Forum for International Cooperation, GEIDCO signed MoUs with UNDESA, UNESCAP, African Union, the League of Arab States and the Gulf Cooperation Council (GCCIA), which were included in the list of achievements of the Forum, signaling GEI has been incorporated into the Belt and Road initiative.
With a focus on countries along the belt and road, GEIDCO has actively promoted the development of cross-border grid interconnection projects. A MoU for Northeast Asia Power Interconnection has been signed in early 2016, with Korea Electric Power Corporation (KEPCO), SoftBank Group Corp, PJSC Rosseti and State Grid Corporation of China (SGCC). GEIDCO has organized and completed the pre-feasibility studies for China-South Korea and Japan power interconnection. China-Myanmar-Bangladesh grid interconnection project established an intergovernmental joint working group. In early 2019, GEIDCO, the Gulf Cooperation Council Interconnection Authority (GCCIA), and the Ministry of Water, Irrigation and Electricity of Ethiopia (MWIE) signed a tripartite cooperation agreement, seeking to jointly promote power interconnection in Ethiopia-Gulf Region. The joint working group is expected to finish the pre-feasibility studies in one year.
The GEI related technical standards are included in action plan on standards connectivity (2018-2020) of Belt and Road Initiative.
Forging global consensus: "China’s Initiative" has received widespread recognition
GEI has been incorporated into the framework for the implementation of the UN 2030 Agenda for Sustainable Development, the Paris Agreement as well as global environment governance, the Declaration of the 8th Ministerial Meeting of the China-Arab States Cooperation Forum (CASCF), the list of outcomes of the 9th Clean Energy Ministerial (CEM9), and the Communiqué of the 54th ECOWAS Summit.
A platform for high-level conferences. GEIDCO has successfully held and co-hosted over 30 international conferences including High-level UN Symposium, International Conference on GEI, GEI high level Forum in 2017 and 2018 to celebrate the 1st and 2nd Anniversary of the GEI Initiative, the Forum on Energy Interconnection & “Belt and Road” Development in Arab States, the Forum on African Energy Interconnection Development, Global Energy Interconnection and College Innovation Development Forum, Forum on Northeast Asia and Southeast Asia Energy Interconnection Development. These events attracted the attendance from politicians, leaders of international organizations, experts and scholars from more than 100 countries (and regions).
UN Secretary General Mr. António Guterres remarked that GEI is the key to realizing inclusive and sustainable growth worldwide, and spoke highly of GEIDCO’s work as crucial for the implementation of the UN 2030 Agenda and the Paris Agreement.
Pursue all-round cooperation: building a platform for shared benefits and win-win cooperation
GEIDCO has signed 31 cooperation agreements with government bodies and leading international organizations, such as the UNFCCC, UNECLAC, UNECA, governments of Ethiopia, Congo (DRC) and Guinea, as well as relevant organizations, institutions, enterprises and universities to pool together wisdom and talents of different fields regarding concept promotion, joint research, resource sharing, and project recommendation.
In addition, GEIDCO has made considerable progress in energizing Africa with the African Energy Interconnection and Sustainable Development Alliance (AEISDA), jointly initiated by the President of Guinea H.E. Alpha Condé and GEIDCO in September 2018 as the first step towards a clean, industrialized and electrified Africa. The alliance aims to tackle the constraints of technology, capital, market and geopolitics faced by many African countries in implementing energy projects.
To bring together wisdom of all sectors and talents of all fields to accelerate project implementation of energy interconnection, GEIDCO has established the university alliance and think tank alliance.
The GEI University Alliance aims to leverage the advantages of universities and colleges in basic research, facilitate innovative breakthroughs in research, results sharing, and discipline construction of GEI, and encourage more teachers and students to participate in GEI research and development. The first members include 32 well-known universities from China and around the world. The GEI Think Tank Alliance aims to build a joint research platform in the fields of policy, theory and technology to provide intellectual support for the development of GEI. The first members include 28 well-known research institutions and think tanks from 13 countries on five continents.
Fruitful research results: drawing clear and actionable roadmap for GEI development
GEIDCO has drawn the very first global backbone grid map, and proposed “Nine Horizontal and Nine Vertical Backbone Grids”. In addition to this, GEIDCO has carried out studies and planning on grid interconnection in five continents, and released the respective interconnection plannings for Africa, Southeast Asia, Northeast Asia.
GEIDCO has conducted in-depth research on the comprehensive values of GEI in the fields of climate, environment, economy and society, and formulated a series of action plans to fully align with the UN 2030 agenda for sustainable development, the Paris Agreement on Climate Change, and global environmental governance, etc.
GEIDCO innovatively proposed the model of co-development of electricity, mining, metallurgy, manufacturing and trade, which provides a package of solution to fundamentally resolve the dilemma faced by many African countries in financing and launching the infrastructure project due to constraints of capital, market and excessive reliance on sovereign guarantee and financial aids.
GEIDCO has followed the latest development and promoted research and development of UHV submarine cables, VSC HVDC, and large-capacity energy storage technologies, and formulates GEI Technology & Equipment Innovation Outline and GEI Standard System Research (2018).
